Accomplishments and Yearly Recap

Progress like this doesn’t happen by accident. It takes a committed team, thoughtful collaboration, and a shared vision for what Pasco can become. These accomplishments reflect not just my work, but the dedication of the entire City Council, our city staff, community partners, and the residents who continue to engage, speak up, and help shape the future. I know I can be brash at times, but that’s because I love this city—and I want Pasco to be a model for how public policy can truly improve the quality of life for every resident. When we work together, Pasco moves forward.

Leadership Milestones

• 🏛️🏅 Perfect Attendance: One of only two councilmembers in the entire Tri-Cities region who didn’t miss a single City Council meeting—not even remotely. 

• 📚🎓 Leadership Certifications: Earned both the Certificate of Municipal Leadership and the Advanced Certificate of Municipal Leadership from the Association of Washington Cities.

🏛️ Legislative & Policy Initiatives

• Fentanyl Crisis Response: Sponsored and passed a resolution urging state legislators to increase funding for fentanyl addiction treatment.

• Emergency Declaration on Fentanyl: Led the city in declaring a state of emergency and submitting a formal request for state intervention.

• Street Vendor Ordinance Reform: Modernized city codes to allow more flexibility for vendors, enabling The HUB food truck plaza to locate in Pasco.

• Water Rights Reform:

 • Removed the burdensome 10-year surcharge.

 • Established biennial fee reviews to reflect market rates.

 • Introduced new conservation initiatives.

• No Sit/No Lie Ordinance: Adopted on June 17, 2024, to address public safety and sidewalk use concerns.

• Corner Lot Fence Ordinance: Amended Title 25 to provide greater flexibility for corner lot fencing.

• Digital Readerboard Ordinance: Enabled digital signage to promote business and economic development (Oct. 7, 2024).

• Zoning Code Reform: Removed the C-2 restriction, allowing drive-thrus in more commercial areas.

• Franklin County Communications Tax: Sponsored a resolution supporting funding for emergency dispatch services.

• Salvation Army HQ Support: Passed a resolution supporting a new Salvation Army headquarters in Pasco.

• Rental Inspection Program Repeal: Eliminated the inspection mandate to ease regulatory burdens on housing providers.

• LEOFF I Medicare Reimbursement: Passed Ordinance 4459 authorizing reimbursement of Medicare Part B premiums for retired officers.

• Red Light Camera Program: Approved a 5-year agreement with Verra Mobility for traffic safety enforcement.

Adoption of Council Rules of Procedure: Passed updated rules to promote transparency, accountability, and consistency in how the City Council operates and conducts business.

Public Comment at Workshops: Amended council procedures to allow public comment during workshop meetings, expanding opportunities for resident engagement in policy discussions.

• Lewis Street Overpass: Completed major reconnection project enhancing downtown mobility.

• Gesa Stadium Upgrades: Funded clubhouse and locker room renovations to meet league standards.

• Memorial Pool Expansion: Purchased and approved installation of a dome for year-round use.

• Highland Park Upgrades: Installed new football goalposts and modern restroom facilities.

• MLK Center Renovation: Secured $5.5 million—including $927,000 in state funding—for major upgrades. Phase 1 construction is underway.

• A-Street Sports Complex: Allocated $1.6 million and installed lighting for nighttime games.

• Broadmoor Infrastructure Agreement: Finalized PFD partnership for infrastructure investment in the Broadmoor District.

• Pasco Specialty Kitchen Expansion: Purchased adjacent property and installed a parklet to expand food entrepreneurship.

• Graffiti Abatement Facility: Acquired downtown property to support ongoing abatement by Pasco PD.

• Court Street & Road 68 Intersection Improvements: Funded redesign to improve traffic flow and safety.

• Animal Shelter Replacement: Approved construction of a new Tri-Cities animal shelter.

• Columbia River Intake Expansion: Increased capacity to support long-term regional water access.

• Zone 3 Reservoir Storage Tank: Funded construction to serve West Pasco’s growing water demand.

• West Pasco Water Treatment Plant (Phase 1): Completed capacity-enhancing upgrades to meet demand.

• Wastewater Treatment Plant (Phases 1 & 2B): Delivered critical system reliability and treatment improvements.

• Pasco Resource Recovery Center: Opened the world’s largest algae-based wastewater treatment facility at the Process Water Reuse Facility. Developed in partnership with Burnham RNG and Gross-Wen Technologies, the facility will reuse 1.6 billion gallons of process water annually.

• Road 100 Interchange Project: Completed project enhancing freeway access and regional connectivity in northwest Pasco.

• Personnel Growth: Hired/promoted 2 deputy chiefs, 1 medical officer, 1 training officer, and 2 assistant staff.

• Defibrillator Deployment: Finalized purchase and implementation of new life-saving equipment.

🚓 Police Department Enhancements

• District Policing Model: Implemented geographic patrol zones to improve local response.

• Evidence-Based Policing: Leveraged analytics for crime prevention and deployment strategies.

• BLEA Pasco Academy: Co-established the state’s first regional training academy for officers.

• Court Street Safety Upgrades:

 • Reduced speed limits to 25–30 mph.

 • Installed buffered bike lanes, radar signs, and enhanced crosswalks.

 • Launched trial period for passive traffic calming (signage, lane design).

 • Road diet under future consideration.

• 4-Way Stop Installations: Sandifur & Wrigley/Convention.

• Downtown Drive-Thru & Circulation Reform: Lifted restrictions to allow safer, more efficient traffic flow.

• Citywide Speed Policy Adoption: Standardized framework for speed limit decisions based on street type and safety data.

🚛 Overnight Truck Parking Ordinance

• New Ordinance Passed: Permits overnight truck parking in C-3 and Industrial (I) zones with clear standards:

 • Minimum 250-foot buffer from residential zones, schools, and parks

 • 15-acre max lot size

 • Security: fencing, gates, lighting, surveillance

 • Required amenities: restrooms, water fountains; optional: pet relief, showers, vending

🛠️ Development Process Reforms

SEPA Reform of Thresholds: Reviewing and adjusting the thresholds for SEPA evaluations.

Early Knowledge of SEPA Mitigation: Implementing changes to provide earlier awareness of SEPA mitigation measures in the development process.

TIF Fee Structure Adjustments: Revising the TIF (Transportation Impact Fee) structure for better alignment with current needs.

Development Review Fees: Updating development review fees to reflect the actual costs and inflation.

Technology Changes for Developers: Implementing technological improvements to streamline how developers submit their plans.

Irrigation Connection Fees: Evaluating and updating irrigation connection fees and rates to better maintain our aging irrigation infrastructure.

Transportation Impact Analysis (TIA) Reform: Reviewing the process and determining when a TIA is required for specific projects.

Hiring More Staff: Advocating for more city staff, including the need for a traffic engineer, to support development projects.

Code Clean-up: Working on cleaning up the city codes to ensure they are effective and aligned with current needs.

**Resolution to Address Fentanyl Addiction:**
   The Pasco City Council proposed and passed a resolution to craft a formal letter to area legislators, advocating for increased funding to address fentanyl addiction in the region. This united effort has raised awareness of the growing fentanyl crisis, prompting action at the state level to bring much-needed resources and support to the community.
 
 **Implementation of Nextdoor for Pasco Police Department:**
   The City Council collaborated to integrate Nextdoor as a communication tool for the Pasco Police Department, enhancing the connection between law enforcement and the community. This platform has allowed for more efficient and direct communication between residents and officers, improving public safety and community relations citywide.
 
 **Investment in Highland Park Improvements:**
   In line with its commitment to improving recreational facilities, the Pasco City Council approved funding for new football goalposts and bathroom facilities at Highland Park. These upgrades have enhanced the park’s infrastructure, ensuring it remains a key space for youth sports and local events.
 
 **Revised Street Vendor Ordinances:**
   The City Council worked to amend street vendor ordinances and codes, making them more flexible and business-friendly. This move fostered an attractive environment for food trucks and other street vendors, leading The HUB to select Pasco as the location for their next food truck plaza, boosting local commerce and tourism.
 
 
 
 **Expansion of the West Pasco Water and Wastewater Treatment Plants:**
   The City Council successfully guided the expansion of the West Pasco Water Treatment Plant and the Waste Water Treatment Plant. These projects were crucial for enhancing the city’s water infrastructure, supporting population growth, and ensuring long-term sustainability for Pasco’s water supply.
 
 **Funding Secured for the Martin Luther King Center Renovation:**
   The Pasco City Council played a key role in securing and allocating funding for the renovation of the Martin Luther King Center in East Pasco. The project, supported by federal appropriations, state grants, and ARPA funds, aims to preserve the center’s history while modernizing its facilities to better meet the needs of the community.
 
 **Memorial Pool Dome Acquisition:**
   The City Council approved the purchase of a dome for the Memorial Pool, enabling year-round use for recreational swimming and competitive meets. This investment aligns with the Council’s dedication to providing top-tier recreational facilities for Pasco residents.
 
**A Street Sports Complex Development:**
   The Pasco City Council allocated $1.6 million for the A Street Sports Complex, including the installation of lights for nighttime games. This development strengthens the city’s recreational offerings and provides a space for both daytime and evening sports activities.
 
 **Completion of the Lewis Street Overpass:**
    The Pasco City Council oversaw the successful completion of the Lewis Street Overpass, a major infrastructure project that improves transportation and connectivity within the city, benefiting residents and businesses alike.
 
 **Amendments to Water Rights Policies and Fees:**
    The City Council collaborated to update the city’s water rights policies and ordinances. These amendments included the removal of a 10-year surcharge, a regular biannual evaluation of water rights acquisition fees to reflect market changes, and the exploration of new water conservation programs to promote sustainable water usage.
 
 **Secured CDBG Funds for Downtown Business Support:**
    Recognizing the impact of the Lewis Street Overpass construction on local businesses, the Pasco City Council secured Community Development Block Grant (CDBG) funds to assist downtown businesses affected by the project, ensuring economic stability and revitalization efforts in the area.
 
 **Investment in the Broadmoor Area District:**
    The City Council finalized a critical deal for the Pasco Public Facilities District to invest in infrastructure within the Broadmoor Area District, a significant step in promoting economic development and long-term planning for one of Pasco’s fastest-growing regions.
 
**Adoption of No Lit and No Sit Ordinance:**
    The Pasco City Council adopted the No Lit and No Sit ordinance on June 17, 2024, aimed at improving public safety and managing public spaces more effectively. This ordinance is part of the council’s broader efforts to ensure a clean, safe, and accessible city environment.
 
**Expansion of the Pasco Police Station Capabilities:**
    The City Council facilitated the purchase of property adjacent to the Pasco Police Station, allowing for future expansion and enhanced operational capabilities for the department, further supporting the safety and security of Pasco residents.
 
**Support for Franklin County Communications Tax:**
    The Pasco City Council passed a resolution in support of the Franklin County E911 Communications tax, demonstrating the city’s commitment to improving emergency services and communication infrastructure in the region.
 
**Resolution in Support of New Salvation Army Headquarters:**
    The Pasco City Council passed a resolution to support the construction of the new Salvation Army headquarters in Pasco, reinforcing the city’s commitment to supporting essential social services and providing critical resources to vulnerable populations in the community.
 
 
**Court Street and Road 96 Traffic Calming Measures and the Supporting of An Emphasis on Traffic Safety In Our Community**
Through our collaborative efforts, the City of Pasco has made significant strides in improving traffic safety for our residents. In partnership with CivTech, we conducted a comprehensive speed and crash analysis along key segments of Court Street and Road 96. This data-driven approach enabled the implementation of critical traffic calming measures, including speed limit adjustments, enhanced signage, and safety improvements such as radar feedback signs and lane narrowing devices. These initiatives reflect our ongoing commitment to making Pasco’s roadways safer and more efficient for drivers, pedestrians, and cyclists alike.
